إجابات لأسئلة متكررة حول ما طرحته رابطة أبناء المنخفضات علي عافه إدريس

هذه مجموعة أسئلة حول ما طرحته رابطة أبناء المنخفضات أرسلت لي عبر الاميل و الواتساب والقليل منها عبر بريد صفحتي في الفيس بوك ، سأجتهد في الاجابة عليها ، وأملي في الله كبير أن يوفقني في ذلك ، وقد رأيت نشرها حتى تعم الفائدة .

1.ماهي نقاط الاختلاف والالتقاء بين مشروع الشيخ على راداي رحمة الله عليه ومشروع رابطة أبناء الم...نخفضات؟
منذ اعلان تكوين رابطة ابناء المنخفضات والبعض يسعى بكل ما أوتي من قوة ومن حجج لقتل مشروع الرابطة في مهده عبر إلصاق تهمة انها اعادة لانتاج مشروع علي راداي ، في الوقت أنه لا يوجد أي نقاط للالتقاء ولا أي مشترك من المشتركات بين مشروع الشيخ علي راداي رحمة الله عليه وبين مشروع رابطة أبناء المنخفضات ، بل أن الاختلاف في كل شيء هو السمة الأساسية. فمشروع الشيخ علي راداي رحمة الله عليه مشروع طُرح ضمن الكثير من المشاريع في نهاية الاربعينيات من القرن الماضي (فترة تقرير مصير الشعب الارتري بعد الحرب العالمية الثانية) وتعاطى رواده مع الكثير من المعطيات التي كانت متواجدة في تلك الفترة في اطار البحث عن حلول لحالة الاستقطاب التي كان يعيشها الشعب الارتري بين حزب الوحدة مع أثيوبيا(اندنت) والكتلة الاستقلالية بقيادة حزب الرابطة الاسلامية ، وكان يرى رواد ذلك المشروع كحل لحالة الشد والجذب تقسيم ارتريا إلى قسمين ، هضبة تتبع أثيوبيا ومنخفضات تتبع السودان ، ولم ينجح ذلك المشروع فقد تم رفضه من أبناء المنخفضات بحجة أن اخوتهم المسلمين في المرتفعات سيصبحون أقلية وسط أغلبية مسيحية ، بينما رابطة أبناء المنخفضات منظمة مجتمع مدني تسعى مع بقية المكونات الارترية لتخليص الشعب من الحكم الدكتاتوري ، كما تسعى للنهوض بمجتمع المنخفضات ولحمايته من حملات الاقصاء التي يتعرض لها من بعض أطراف المعارضة ، ليعلب دوره مع بقية المكونات الارترية المهمشة، وكذلك تسعى لبلورت مظالم مجتمع المنخفضات التي هي عرضة للضياع في ظل تداخل المصالح فيها ، لهذا ضمن المعطيات التي ذكرناها أن الرابطة غير مؤهلة عمليا لتبني مشروع تقسيمي وهذا واضح في ميثاقها، وما يؤكد ذلك أن ليس لها عضوية منفصلة انما عضويتها تتكون من الذين يقتنعون بما طرحته وهم في أغلب الاحيان ناشطين سياسيين في التنظيمات السياسية الارترية المختلفة بالاضافة لبعض المستقلين.
2.هناك هواجس وخوف من التوقيت الذي تكونت فيه رابطة أبناء المنخفضات وتأثير ذلك على وحدة المسلمين ، فإلى أي مدى يؤثر ذلك على وحدة المسلمين؟
قد تعودنا على استخدام كلمات من قبيل المرحلة الدقيقة والمنعطف الخطير من حياة شعبنا فافقدناها تأثيرها على المتلقي ، فكرة رابطة أبناء المنخفضات هي فكرة اختمرت في النفوس منذ فترة طويلة نتيجة لما كان يجري في الواقع اليومي المعاش من اقصاء وتهميش وسلب للارض وتوطين ... إلا أن هناك بعض الاحداث التي سرعت بتكوينها منها مؤتمر أواسا ، وحركة 21 يناير وتسليح الشعب الأرتري دون أي ضوابط ، لهذا التوقيت الذي اعلن فيه عن تكوين الرابطة لا يختلف من غيره من الأوقات فكل أوقاتنا أصبحت حساسة.
بالنسبة للوحدة الاسلامية رابطة أبناء المنخفضات قدمت كل النيات الحسنة للتواصل والتنسيق مع كل المهمشين والمستضعفين ويشكل المسلمون ما نسبته 99% من هؤلاء ، ولا نعتقد أن ذلك سيؤثر سلبا على العلاقة التي تجمع المسلمين بعضهم ببعض ، وكذلك أن يؤثر ذلك على المشتركات التي يجب أن يدافعوا عنها بالتضامن بينهم ، وتبقى هناك نقطة مهمة ونأمل أن يتم تجاوزها بحكمة الحكماء وهي التي تتعلق بالحقوق والممتلكات التي يقر الاسلام الدفاع عنها ضد أي معتدي عليها بغض النظر عن دين المعتدي ، لهذا الاسلام اعتبر من مات وهو يدافع عن أرضه شهيدا ، و شرع كذلك لكل الحقوق فوزع الميراث بين الاخوة والاخوات وحدد الملكية العامة والخاصة في المجتمع ، والخلاف في الممتلكات يحدث بين الاخوة الذين هم من صلب واحد رغم أنهم يدينون بالاسلام ، إلا أنهم يمكن أن يتجاوزوا ذلك باحقاق الحق .
3.ألم يكن ممكنا تبني تلك المظالم عبر التنظيمات الموجودة في الساحة؟
لتسهيل الإجابة على هذا السؤال سأطرح سؤال آخر وهو هل الحملة التي جوبهت بها الرابطة كانت متوقعة أم أُخذ المؤسسين على غفلة؟ الحملة كانت متوقعة بصورة تكاد تكون مؤكدة ، والتنظيمات السياسية كذلك لديها قرأتها لمثل هذه الأوضاع وهي أقل استعدادا لمقاومة مثل هذه الحملات ، وكذلك لها الكثير من الحسابات والتحالفات التي تمنعها من أن تكون واضحة في تلك المظالم لهذا كان يجب توريطها لتبني تلك المظالم عبر توعية أصحاب المظالم ليضغط كل من موقعه على تنظيمه لتبني تلك المظالم بشكل واضح.
فكان لابد من أن تتبنى جهة ما الدفع باتجاه الوضوح في تناول المظالم والتوعية بها ، و جاءت فكرة رابطة أبناء المنخفضات للتعامل المباشر مع أصحاب المظالم وخلق وعي بتلك المظالم ورص الصفوف لعدم ضياع تلك الحقوق مهما حدث ، فالامر الواضح الذي يعرفه الجميع أنه ليس هناك أي ضمانات في أرتريا المستقبل لنيل الحقوق بدون نضال وقد يكون نضال دموي وهذا ما تسعى الرابطة لتفاديه عبر التواصل مع الآخر .
4.لماذا مظالم المنخفضات دون غيرها من المظالم الأخرى؟
هناك مظالم وقعت على كل الشعب الأرتري بدرجات متفاوتة ، كما أن هناك مظالم أخذت الشكل الوبائي وتركزت في منطقة المنخفضات وهي المظالم التي تتعلق بمصادرة الأراضي والتوطين حيث تم نقل قرى بكاملها من منطقة المرتفعات وتوطينها في مناطق المنخفضات بدلا عن السكان الاصليين للمنطقة الذين تمت عرقلت عودتهم باساليب متعددة ، ومن سمات هذه المظالم أنها لا تشبه باقي المظالم، وأهم ما يميزها أنها عرضة للضياع دون غيرها من المظالم لتداخل المصالح فيها ، كما أن اعادة الحق لأهله فيها لا يتم بنفس الوسائل التي تتم في بقية المظالم وما يزيد الأمر تعقيدا أن النيات تجاه رفع تلك المظالم غير حسنة من قبل بعض تنظيمات المعارضة .
ولتقريب الفكرة يمكن التوسع قليلا في الشرح ، من سنن الحياة أن يذهب أسياس وقد يبقى نظامه كما هو أو مع تغييرات ديكورية وقد يتسنى للمعارضة استلام زمام الأمور فتنجح في اقامة نظام ديمقراطي حقيقي وقد لا تنجح في ذلك وهو الأرجح ، وسواء نجحت في ذلك أو لم تنجح هناك أمل كبير في أن ترد بعض المظالم مثل إعادة النظر في تعامل النظام الحالي مع الثنائيات(اللغة ـ الدين ـ الثقافة ) ، وكذلك مظالم الاسرى والمغيبين ، وتخفيف القبضة الأمنية ... الخ ، بالمقابل هناك مظالم عرضة للضياع لتداخل المصالح فيها وهي المظالم التي تتعلق بالارض المصادرة والتي تم التوطين فيها وأصحابها الذين حجزوا خلف الحدود ، وما يتم ارساله من رسائل سلبية من المستفيدين من موضوع مصادرة الأراضي والتوطين يجعلنا نعلم أن النيات غير حسنة ، لهذا الأمر أصبح يتطلب الالتفاف حول تلك المظالم والتمسك بها والتواثق حولها قبل دخول أسمرا.
5.من أين تبدأ حدود المنخفضات وأين تنتهي ومن هو عضو الرابطة؟
رابطة أبناء المنخفضات في ميثاقها حددت أنها منظمة مجتمع مدني هدفها الاساسي النهوض بهذا المجتمع للقيام بدوره مع بقية المكونات الارترية الأخرى ، وتوعيته ورص صفوفه للوقوف خلف مظالمه ، وضمن هذا الفهم هي ليست في حاجة لحدود وخرائط لتحديد من أين تبدأ المنخفضات وأين تنتهي لأنها ليست بصدد تكوين دولة ، كما روج البعض وهي كذلك ليست بصدد فصل المنطقة ونقل تبعيتها لدولة أو دول أخرى ، لهذا يمكننا القول أن منطقة المنخفضات هي مجموعة المناطق التي استهدفتها مصادرات الأراضي والتوطين والاقصاء والتهميش و تقوم التحالفات لهضم حقوقها و هي دنكاليا وسمهر والساحل وسنحيت وبركة والقاش ، و عضوية الرابطة مفتوحة لسكان هذه المناطق دون النظر للعرق والانتماء فهم الأقدر للدفاع عن مظالمهم المشتركة ، وبالتالي يمكن أن يكون العضو بالاصل والمولد والسكن لفترة بشرط أن تكون تلك الفترة قبل الاستقلال أي قبل أن تبدأ المصادرات والتوطين ، وباختصار الرابطة ليست دعوة عنصرية انما هي دعوة للمظلومين من مظالم محددة للالتفاف حول مظالمهم بغض النظر عن مناطق إنتمائهم و سكناهم الأصلية .
6.لماذا ورد التمييز في ميثاق الرابطة للعفر والكنامة؟
أن المكون العفري والكنامي جزء أصيل من مكونات المنخفضات الارترية ومعاناتهم من التهميش والاقصاء ليست أقل من الآخرين إن لم تكن أكثر وقد صودرت أرضهم ووطن فيها ، وأن التمييز لهما في الميثاق قد حدث لأن كلا المكونين لهما قواهما السياسية في إطار العمل الوطني ولهما خياراتهما السياسية المختلفة ، وليس من أهداف الرابطة تغيير الخيارات السياسية للمكونات .
7.ألم يكن من الأجدر تفعيل وثيقة المفتي الشيخ ابراهيم المختار رحمة الله عليه لأن معظم أو كل هذه المظالم وردت فيها ، وأن من شأن ذلك جمع المسلمين في صف واحد؟ وثيقة العهد الصادرة من مجلس الشيخ إبراهيم المختار (رحمة الله عليه) ، وثيقة قيّمة و مهمة وليس لها مثيل إلا أنها ولدت ضعيفة لا تقوى على الصمود وذلك لسبب أن معدوها لم يتبنوها في العلن وتركوها يتيمة وذلك أضعفها ، وقد بآت كل محاولات العناية اللاحقة من قبل كثير من الكتاب بالفشل ، ففارقت الحياة نتيجة لعدم اكتمال نموها ، وهذا لا يعني أنها لم تؤدي دورها في حينه ، بل أدت دورها على أحسن ما يكون ، ثم أنها تكتفي بإشارات عابرة بشأن المظالم التي تتبناها رابطة أبناء المنخفضات والوضوح في المطالب أحد أركان النجاح والشعارات الفضفاضة تقتل أكثر القضايا نبلا.
8.تمت تسمية الرابطة بمسمى جغرافي هروبا من المسميات القبلية ، ألم يكن من الأجدى الوضوح وتسمية الرابطة برابطة أبناء البني عامر كغيرها من التنظيمات القبلية بدلا عن اللف والدوران؟
من الواضح أن السائل يفتقد للكثير من المعلومات الأساسية عن المكونات الاجتماعية لمنطقة المنخفضات ، فالبني عامر أحد المكونات الرئيسية مع سبعة مكونات رئيسية أخرى وهم متواجدون في عضوية الرابطة كغيرهم من أبناء المكونات الأخرى و تواجدهم عادي وهو يتناسب مع تواجد كل المكونات الاخرى، وكان يمكن هذا الافتراض الأخذ والرد فيه في حالة كانت عضوية الرابطة مقتصرة على أبناء البني عامر.
